2025 Hanoi "Vietnam Manufacturing Supply Chain Sourcing & Localization Summit"

II. Event Background

On September 1, 2025, the Vietnamese government officially enacted Decree 205/2025/ND-CP, marking a historic upgrade to the support policies for the Supporting Industries (SIs). The decree significantly expands the scope of subsidies for technology transfer, R&D, and market access, while explicitly requiring foreign-invested projects to strengthen contractual linkages with the local supply chain.


However, the realization of these policy dividends still faces a "last mile" obstacle: Foreign Direct Investment (FDI) enterprises struggle to rapidly screen local suppliers meeting technical standards, while high-quality Vietnamese Tier 2/Tier 3 enterprises lack the quality certifications and channels to enter global supply chains. Leveraging the Asia-Pacific Regional Supply Chain Resilience Early Warning and Emergency Coordination Mechanism, APIMA is organizing this specialized matchmaking conference in Hanoi to transform the paper benefits of "Decree 205" into substantial supply chain cooperation orders.


III. Core Agenda

Practical Interpretation of Decree 205:

Officials from MOIT will detail the application pathways for the "Priority Supporting Industrial Products Catalogue," specifics on land rent exemptions, and the claiming process for subsidies covering up to 70% of technical training/transfer costs.


"Technology + Quality" Roadshow:

Focusing on electronics, automotive, and machinery sectors, this session will showcase Vietnamese local component enterprises that have passed APIMA standard certifications (e.g., T/APIA series), demonstrating their capability to replace imports with proven yield rates and quality control.


Localization Procurement Commitment:

Aligning with the decree's requirement for FDI enterprises to establish contractual links with at least one local entity, this segment facilitates the signing of Memorandums of Understanding (MOUs) between multinational OEMs and local Tier 1/Tier 2 suppliers.


IV. Target Audience

Buyers (Procurement): Purchasing Directors from multinational manufacturing enterprises and assemblers in electronics (Samsung, Foxconn supply chains), automotive (Toyota, VinFast), and machinery (approx. 150 companies).

Suppliers (Sellers): Local Vietnamese component manufacturers, material handlers, mold, and stamping enterprises (approx. 300 companies).

Service Providers: Industrial park developers (VSIP, Deep C, etc.), certification bodies, and technology transfer consultants.


V. Event Highlights

Policy-Driven Matching: Beyond networking, dedicated "Decree 205 Advisory Desks" will be staffed by APIMA and MOIT experts to assess whether specific cooperation projects meet the eligibility criteria for new subsidies on the spot.

End-to-End Compliance Coaching: For local suppliers, we provide a closed-loop coaching path: "APIMA Standards → International Customer Audit Requirements → Decree 205 Certification."

Factory Tours: Post-conference site visits to benchmark factories within the Hanoi–Bac Ninh–Hai Phong industrial corridor that have successfully achieved high localization rates (e.g., a leading Japanese Tier 1 supplier).
